(KEARNEY HUB)  The Kearney Hub reports, "Officials of the Nebraska Department of Natural Resources (DNR) and three Republican Basin natural resources districts (NRDs) are considering plans to ensure adequate river flows to Kansas if 2013 is designated as a water-short year."
