(SCOTTSBLUFF STAR HERALD) The Scottsbluff Star Herald reports, "When LB 1357 was passed in 1969, it was a controversial bill, merging a variety of Nebraska land-use agencies into 24 Natural Resources Districts, with elected boards given authority over water quality planning, waste disposal, recycling, land use planning and other functions."
