(NORFOLK DAILY NEWS) The Norfolk Daily News reports, "After months of planning and discussion, the Lower Elkhorn Natural Resources District board of directors made official a new set of rules and regulations to go with a recent decision to require flow meters on all irrigation wells in the district."
