(SCOTTSBLUFF STAR-HERALD) The Scottsbluff Star-Herald reports, "The North Platte Natural Resource District and the cities of Scottsbluff and Minatare entered into a historic agreement to ensure proper mitigation of the municipal transfer that resulted from the City of Minatare connecting to the City of Scottsbluff well field for their municipal water needs."
