(NORFOLK DAILY NEWS) The Norfolk Daily News reports, "A public hearing will be held Thursday,
Oct. 1 in O’'Neill to inform the public and to hear any comments
regarding a proposed joint application for a permit to appropriate water
for instream flows on the Niobrara River from just below the Spencer
Hydro Facility to the confluence of the Missouri River for the
conservation of fish, wildlife, and associated recreation."
