(NORFOLK DAILY NEWS) The Norfolk Daily News reports, "Citing a need to make an informed and wise decision on the subject, the Lower Elkhorn Natural Resources District’s board of directors voted Thursday night to table a decision on amending its groundwater management plan to require flow meters on irrigation wells."
