(LINCOLN JOURNAL STAR) The Lincoln Journal Star reports, "Natural resources districts and state officials in Nebraska might begin working together earlier to head off water-shortage problems. Lawmakers on Tuesday gave first-round approval to a bill (LB764) that would allow the districts and state Department of Natural Resources to develop water-management plans before river basins were declared fully or overappropriated."
