Sen. Carlson has introduced LB 785 that seeks to exempt one-time transfers of ground water or participation in a financial or other incentive program involving the transfer or retirement of four certified irrigated acres or less, from current requirements for landowners participating in such programs to submit a title report for review by the NRD with jurisdiction.
