(SIOUX CITY JOURNAL) The Sioux City Journal reports, "The 1990 floods proved to be the catalyst to finally tame the last major waterway through Sioux City.
Between 1892 and 1889, Perry Creek flooded 22 times, according to the Army Corps of Engineers. The last major flood prior to 1990 occurred in 1962, but did not create the damage seen 28 years later.
While plans to tame the creek came and went for some 50 years, nothing much was done except for building terraces in farm fields to hold back water in southern Plymouth County."
